An exclusive interview with the President of the Juvenile Court in Hadramout

Mukalla: Interviewed by Jamil Mukhtar:

In a short, bold and purposeful press interview, which we had with Judge Faiza Bahamdeen, President of the Juvenile Court of Hadhramaut Governorate, we got acquainted with the work of the Juvenile Court, and its great role in resolving juvenile cases (children under the age of fifteen).


Judge Bahamdeen also briefed us on the establishment of the court and its role, and on the most prominent difficulties and challenges facing their work.

1) First, tell us about the beginnings of the establishment of the Juvenile Court in Hadhramaut Governorate..?


- The Juvenile Court is the only court in the Hadhramaut governorate, as it started implementing its work during the previous years, but it stopped during nearly four years due to the security situation in the governorate. Through it, we clarified that the court resumed its work in cases of juveniles whose age is not more than fifteen years.


2) What are the most prominent difficulties and challenges that you faced in the course of your work..?


- As for the problems that we faced, the lack of juvenile care homes in Hadramout currently, because the care home is currently in the hands of the Health Office, based on an agreement in 2020 AD between the Office of Social Affairs and Labor and the Health Office to allocate a care home as an isolation center during the Covid 19 pandemic, and after the end of the Corona pandemic, it became The juvenile care home is under the supervision of the Ministry of Health office and has not been returned to this day


 Here lies the problem of the lack of a care home for juvenile delinquents who need training and rehabilitation in their behavior, but unfortunately, there has been no response from any party to restore the juvenile home to its work for which it was established


Knowing that we have contacted many parties in order to explain to them the danger of not having a home that receives  juvenile delinquents 


As for the other difficulties that faced the juvenile court, it is the lack of a birth certificate, especially for juveniles who reside in rural areas, as the question of the juvenile’s age is of great importance to us because it entails a difference in precautionary measures and penalties, and as it is known that juveniles who do not have a birth certificate are referred to a doctor For teething, but he was surprised that when the juvenile was referred for teething, so a government hospital, the response was that there was no specialized doctor, here the problem begins and the cases of juveniles prolong


3) The most prominent projects from self-finance or international organizations..?


- As for the administrative aspects, we are working with our own efforts, and there is a monthly meeting of the Coordination Committee to discuss the problems and needs of events in all governorates and come up with recommendations. And submit it to the funder


Previously, we held a workshop in Seiyun related to juvenile delinquent cases


We have a future plan to establish training and rehabilitation of juveniles entitled criminal behavior of juveniles and its impact on society... There are workshops that will be held with local institutions in the near future, God willing.


4) What are the obstacles that stand in the way of developing a juvenile care home?


- Each governorate has its own circumstances. The juvenile court first needs a juvenile care home in order to rehabilitate them, regulate their behavior and create a suitable environment for them to live in and improve their behavior


As for coordination with donor organizations, the court president says: We coordinated with organizations to take care of the problems of juveniles in general, and we also met with the Sah Foundation to discuss the issue of training administrative cadres and policemen.


5) One last message you want to deliver?


- We would like the Chairman of the Presidential Leadership Council, Dr. Rashad Al-Alimi, to see the juvenile care home, which no longer exists, and accordingly, the fate of many juveniles is in danger because they cannot obtain the most basic rights for them, which is the existence of a home that contains them and helps them improve their behavior and avoid criminal behavior.
